Karbala – The Directorate of Civil Defense in Holy Karbala, affiliated with the Ministry of Interior / Federal Security Agency, received a community and media delegation that extended congratulations to Major General Abbas Hamoud Matrood Al-Rubaie on the occasion of resuming his duties as Director of Civil Defense in the province. The delegation wished him continued success in fulfilling his national responsibilities and advancing institutional development pathways.

The visit was conducted within the framework of supporting state institutions and reinforcing the principle of partnership between executive bodies, civil society organizations, and media outlets. The delegation expressed appreciation for the vital role undertaken by the Civil Defense Directorate in safeguarding lives and property and in strengthening the public safety system.

The meeting featured an extensive professional dialogue addressing the Directorate’s key activities, particularly in rescue and firefighting operations, incident management, and rapid emergency response. Discussions also covered workshops, training courses, and community awareness programs aimed at enhancing preventive awareness among citizens and institutions.

It was emphasized that the Civil Defense Directorate represents a pivotal government institution with direct impact on citizens’ lives and assets, given its humanitarian, security, and service-oriented responsibilities that carry strategic significance within the broader community security framework.

Participants highlighted the importance of providing logistical, technical, and moral support to the Directorate in line with the scale of challenges and responsibilities entrusted to it. They affirmed that investing in civil defense capabilities constitutes an investment in societal stability and public safety, and that integrated coordination among ministries and relevant entities enhances operational efficiency and field readiness in accordance with established legal and regulatory frameworks.

The delegation also commended the high level of professionalism and discipline demonstrated by the leadership and personnel of Civil Defense in Karbala, as well as the administrative approach based on planning and continuous modernization—reflecting a solid institutional image that strengthens public trust and supports principles of good governance in managing vital public facilities.

The visiting delegation included:
Mohammed Al-Aboudi, President of Imtidad Organization for Culture and Education, registered with the General Secretariat of the Council of Ministers and the Directorate of Youth and Sports in Karbala, and accredited by the European Board and the American Board;
Sanaa Al-Mousawi, President of Al-Nahl Organization for Sustainable Development, registered with the General Secretariat of the Council of Ministers;
Muslim Al-Shibli, Director of Future Minds Center for Training and Education, a civil society component specializing in capacity building;
Hussein Al-Fatlawi, Head of Relations at Azer News Agency, licensed by the Communications and Media Commission.

The delegation expressed deep appreciation for the warm reception and generous hospitality extended by the Directorate’s leadership and staff, commending the positive engagement and institutional openness toward community and media initiatives—further consolidating cooperative bridges and promoting a culture of effective partnership in service of the public interest, while reinforcing prevention and safety as a shared national responsibility.
